Explosives and Fireworks

Description

This course is essential for those involved with explosives and fireworks. It will inform and update those persons responsible for the licensing of explosives stores, those operating such premises, and those enforcing the legislation relating to this specialist field.

The course examines the various legislation brought in to control the storage and sale of fireworks and explosives such as the Fireworks Act 2003, the Fireworks Regulations 2004 and The Pyrotechnic Articles (Safety) Regulations 2015. The effect of the Health and Safety at Work etc. Act 1974 is also considered. Examples of different types of explosives and fireworks will be used to illustrate points and gain familiarity with the subject.

Other relevant legislation - Acquisition, Carriage, Labelling and Packaging Safety - Fire and explosion measures; Separation distances; Disposal of explosives; Employment of young persons; Unauthorised access. Manufacture; Storage licences; Applications; Grant of licences; Local authority assent; Refusals and variation; Appeals; Transfer; Death, bankruptcy or incapacity; Registers and retention of documents; Defences; Duties, Powers and Offences Fireworks Act 2003 and the Fireworks Regulations 2004 Powers to make regulations. Definitions; Enforcement duties - importation, all year round licensing, possession, use. Prohibition of possession – Age restrictions: Categories F1, F2 and F3. Professional use of F4 Prohibition of use at night; Prohibition of excessively loud fireworks and other banned fireworks. Licensing of suppliers; Required information. The Pyrotechnic Articles (Safety) Regulations 2015 Enact a EU Directive into UK law, defines types of explosives articles, who may be supplied with which types, who enforces the legislation and updates previous legislation.
